Key Points of National Air Pollution Prevention and Control in 2019
In order to thoroughly implement the spirit of the National Conference on the Protection of the Ecological Environment, comprehensively implement the relevant requirements of the "Three-year Action Plan for Winning the Blue Sky Defence War" (hereinafter referred to as the "Three-year Action Plan"), guide all localities to do a solid job in the prevention and control of air pollution in 2019, and continuously improve the environmental air quality, the main points of this work are formulated.
I. Fully Achieving the Atmospheric Environment Target
In 2019, the annual average concentration of fine particulate matter (PM2.5) in cities that did not meet the national standards decreased by 2% year on year, and the average ratio of good days in cities at prefecture level and above reached 79.4%. The total emissions of SO2 and NOX in China were reduced by 3% year on year.
II. Deeply Developing Integrated Management of Atmospheric Environment
(1) To organize and hold a national conference on the prevention and control of air pollution. This paper summarizes the experience and practice of air pollution control in China in recent years, comprehensively analyses the current situation of atmospheric environment and the deep-seated problems it faces, and arranges and deploys the next key tasks.
(2) To organize and carry out the assessment of the Three-Year Action Plan. To formulate scoring rules and incorporate the implementation of the Three-Year Action Plan into the annual assessment of the key battles of pollution prevention and control. During autumn and winter, the implementation of comprehensive air pollution control in key areas will be reported monthly, and serious accountability will be given to those who fail to accomplish their tasks. Quarterly early warning should be carried out in areas where the progress of environmental air quality improvement is slow or deteriorating.
(3) Improving relevant supporting policies. Timely dispatch the progress of key measures in the implementation of the "Three-year Plan of Action for Winning the Blue Sky Defence War" Key Tasks and Detailed Division of Labor Program, and urge relevant departments to complete their tasks according to the time limit.
(4) Strengthen supervision and supervision. We will carry out in-depth supervision of the central ecological environment protection, adhere to the problem-oriented approach, focus on regional atmospheric environmental problems that are highly concerned by the central government, strongly reflected by the masses and have adverse social impacts, strengthen mobile and point-to-point special supervision, and earnestly implement the responsibility of local Party committees and governments for ecological environment protection. We will continue to organize national law enforcement forces and strengthen supervision over key areas.

3. Steady Promotion of Industrial Structure Adjustment
(5) Strengthen efforts to eliminate backward capacity and reduce excess capacity. Actively cooperate with relevant departments, steadily promote the dissolution of excess capacity of iron and steel and coal, actively and steadily dissolve excess capacity of coal and electricity, and complete the comprehensive renovation of "scattered and polluted" enterprises and clusters in key areas.
(6) Speeding up the formulation and revision of emission standards for key industries. Publishing and issuing "Air Pollutant Emission Standards for Pharmaceutical Industry", "Volatile Organic Compounds Unorganized Emission Control Standards" and "Air Pollutant Emission Standards for Coatings, Inks and Adhesives Industries", etc., to speed up the drafting and revision of air pollutant emission standards for pesticides, furniture manufacturing, wood-based panels, printing, daily glass, foundry and other industries. It also strengthens the connection with the corresponding monitoring methods and standards. All localities are encouraged to formulate and implement stricter local air pollutant emission standards.
(7) Deeply carry out the upgrading and transformation of industrial enterprises. We will promote the implementation of ultra-low emission transformation of coal-fired generating units with a capacity of 300,000 kilowatts or more in the western region, and the implementation of ultra-low emission transformation in iron and steel enterprises. To formulate and implement a special action plan for industrial furnace and kiln governance, guide local governments to establish management lists and implement classified governance.
(8) Accelerate the control of volatile organic compounds (VOCs) in key industries. To formulate and implement the technical scheme of VOCs comprehensive renovation in key industries, and to clarify the governance requirements of petrochemical, chemical, industrial painting, packaging and printing industries. In the key areas, gas stations, storage depots and tanker trucks will be recovered and treated in 2019. Actively cooperate with relevant departments to formulate national standards for VOCs content limits of coatings and other products.
(9) Strengthen the management of toxic and harmful atmospheric pollutants. According to the List of Toxic and Hazardous Atmospheric Pollutants (2018), enterprises should fulfill their responsibility of source risk management, establish an early warning system of environmental risk, improve the emission standards of toxic and harmful atmospheric pollutants, incorporate them into the management of emission permits according to law, and urge enterprises to carry out emission monitoring of toxic and harmful atmospheric pollutants as required.
(10) Strengthening the management of ozone-depleting substances (ODS) phase-out. To guide all localities to do a good job of supervision and management according to the Regulations on the Management of Ozone-depleting Substances, improve the coordination mechanism of local ozone layer protection departments, and do a good job of ODS data statistics in 2019. Strengthen law enforcement and crack down on illegal acts. Hold the commemoration of Ozone Layer Protection Day.
IV. Accelerating the Optimization of Energy Structure
(11) Continue to implement total coal consumption control in key areas. Actively cooperate with the Development and Reform Commission to study and formulate management measures for coal consumption reduction substitution and clean and efficient utilization in key areas. Guiding all localities to speed up the implementation of the task of reducing total coal consumption, focusing on reducing non-electric coal in accordance with the principle of centralized and clean use of coal.
(12) Steady promotion of clean heating in northern areas. In accordance with the principle of fixing and modifying gas demand and supply first and breaking down later, we should intensify the control of loose coal in Beijing, Tianjin and Hebei and its surrounding areas and Fenwei Plain, give overall consideration to warm wintering and clean heating, and cooperate with relevant departments to strengthen the guarantee of gas source power supply in key areas.
(13) Comprehensive renovation of boilers should be carried out. We will intensify the elimination of small coal-fired boilers, accelerate the elimination of coal-fired boilers below 35 steam tons/hours in key areas, promote the transformation of coal-fired boilers above 65 steam tons/hours to ultra-low emission, and promote the transformation of gas-fired boilers to low nitrogen combustion.
Fifth, Fighting the Strong Battle of Pollution Control of Diesel Freight Vehicles
(14) Enhancing the supervision of environmental protection standards for diesel vehicles in an all-round way. We will fully implement the Action Plan for Combating Pollution from Diesel Trucks. Strictly crack down on illegal acts such as production, import and sale of substandard vehicles, failure to disclose environmental protection information of motor vehicles in accordance with regulations, and fraud, shielding and tampering with on-board diagnostic systems by exhaust gas inspection agencies. We will strengthen the supervision of high-emission vehicles, such as old diesel and gas vehicles, and promote the emission detection and mandatory maintenance system for in-use vehicles. We will deepen the reform of "release and control uniforms" and actively promote the "three-in-one" inspection of freight vehicles.
(15) Strengthen environmental supervision of off-road mobile machinery. Strengthen supervision and inspection of newly produced engines and non-road mobile machinery, focus on pollution control devices and environmental information disclosure, and achieve full coverage of key vehicles. Accelerate the promulgation of the four emission standards for non-road countries, complete the thorough investigation and unified coding registration of non-road mobile machinery, complete the delimitation of emission control zones for non-road mobile machinery in key areas, and strictly enforce the law.
(16) To vigorously carry out special actions for oil products improvement. Actively cooperate with relevant departments to supply all kinds of automotive gasoline and diesel oil in line with the Sixth National Standard, so as to realize the "three-oil combination" of automotive diesel, ordinary diesel and some marine oils. Promote relevant departments to vigorously carry out special rectification actions for black gas stations, mobile tankers and fake and inferior urea, and resolutely eliminate and completely ban unlicensed and unlicensed black gas stations (vehicles).
(17) Actively promote the restructuring of transportation. Actively cooperate with relevant departments to promote long-distance transportation of coal, ore and other bulk goods by "public transit rail", greatly increase the proportion of railway and Waterway Freight transport, and speed up the solution of the "last kilometer" problem of railway connection.
(18) Strengthen the capacity-building of environmental supervision of mobile sources. We will accelerate the construction and improvement of the integrated mobile source emission monitoring system for Tiandi Vehicles and Man, promote the installation of remote online monitoring for heavy diesel vehicles, transport corridors, and construction machinery to install emission monitoring systems, and build a nationwide interconnected and shared mobile source environment monitoring platform. To formulate technical specifications for on-line monitoring of oil and gas recovery. Strengthen the capacity building of grass-roots motor vehicle environmental supervision and improve the professional level of supervision and law enforcement personnel.
6. Deeply Developing Non-point Source Pollution Control
(19) Strict control of straw burning in open air. Improve the notification mechanism, use satellite remote sensing and other technical means to guide all regions, especially the Northeast region, to effectively strengthen the control of straw open-air incineration, promote local governments at all levels to implement grid management, and implement the main responsibility of straw burning ban.
(20) Implementing dust assessment in key areas. The key cities, districts and counties carry out dust monitoring, and report the dust situation and changes of each city monthly.
Seventh, Steady Promotion of Joint Defense and Control in Key Areas
(21) Deploying joint defense and control work in key areas. To organize meetings of the Leading Group on Air Pollution Prevention and Control in Beijing, Tianjin, Hebei and surrounding areas, the Yangtze River Delta Regional Cooperative Group on Air Pollution Prevention and Control and the Fenwei Plain Cooperative Group on Air Pollution Prevention and Control, and to hold regular meetings of the Office of the Leading Group (Cooperative Group). We will formulate and implement action plans for tackling key problems in key areas in autumn and winter of 2019-2020, and focus on pollution control in key periods. To guide Chengdu-Chongqing, Wuhan urban agglomeration, Beibu Gulf, Pearl River Delta and other regions to promote joint prevention and control of regional air pollution, and to ensure air quality for major activities.
(22) Deepening joint prevention and control of air pollution in Beijing, Tianjin, Hebei and surrounding areas. Draft the Beijing-Tianjin-Hebei and surrounding areas air pollution control bill, study and formulate the Beijing-Tianjin-Hebei and surrounding areas of motor vehicle air pollution regulatory measures and other supporting rules and regulations. We will improve the joint defense and control mechanism, refine the operational rules of "unified planning, unified standards, unified environmental assessment, unified monitoring and unified law enforcement" and organize their implementation. We will firmly promote the key work of clean heating in the northern region, the transformation of ultra-low emission in the iron and steel industry, and the adjustment of transportation structure.
(23) Continuously promote joint prevention and control of air pollution in the Yangtze River Delta region. VOCs-related key industries should tighten emission control and promote regional unified control requirements. To carry out in-depth management of non-organized emissions in key industries. To formulate a special management plan for regional port freight and container transshipment, implement two-stage measures for ship emission control zones in all ports, deepen the pilot port area for shore power application, establish a long-term working mechanism for regional law enforcement, mutual supervision and mutual learning, realize long-term data sharing of super stations, and establish a mechanism for updating environmental protection information of motor vehicles.
(24) Speed up the improvement of the cooperation mechanism for the prevention and control of air pollution in the Fenwei Plain. Establish and improve regional air quality prediction and forecast, heavy pollution weather warning consultation, rapid emergency response and cooperative inspection mechanism. To carry out in-depth management of non-organized emissions in key industries. To formulate and implement the work plan of replacing bulk coal for heating in winter of 2019, and speed up the control of bulk coal in tableland terraces and hilly areas. To carry out a pull-net survey of "scattered and dirty" enterprises and clusters and establish a comprehensive remediation mechanism. Carry out joint management action of "Black Gas Station".
8. Actively Dealing with Heavily Polluted Weather
(25) Effectively improve the ability of Regional Forecasting and forecasting. Six Regional Forecasting centers achieve 7-10 days forecasting ability, and guide Fenwei Plain, Northeast China, Chengdu-Chongqing, Wuhan Urban Agglomeration, Changsha-Zhuzhou-Tan Urban Agglomeration and Wuchangshi Urban Agglomeration to improve regional air quality forecasting ability. The Yangtze River Delta and Northwest Regional Air Quality Prediction and Forecasting Center have established regular consultation mechanism within and between regions respectively to timely inform early warning prompt information.
(26) Revising the emergency plan for heavily polluted weather. To guide all localities to unify early warning classification standards. To guide 80 cities in key regions to complete a new round of revision of emergency emission reduction inventories for heavily polluted weather and consolidate emergency emission reduction measures. Promote Liaoning, Hubei, Hunan, Guangdong, Chongqing, Sichuan and other six provinces (cities) to complete the revision of heavy pollution weather emergency plans and the compilation of emergency emission reduction inventories.
9. Tamping the Foundation of Atmospheric Environmental Management
(27) Improve the environmental monitoring network. Conduct routine monitoring and ranking of urban environmental air quality. Strengthen the construction of automatic monitoring network of district and county environmental air quality, and realize direct data connection with China Environmental Monitoring Station. Air quality monitoring stations will be set up in national-level new zones, high-tech zones, key industrial parks and ports. To guide 93 cities in China to carry out PM2.5 component monitoring and 78 cities to carry out routine monitoring of environmental air VOCs.
(28) Strengthen the construction of automatic monitoring system for key pollution sources. We will study and promote the inclusion of key sources of elevated and VOCs emissions in the list of key pollutant discharge units and in the scope of pollutant discharge permit management, strengthen post-certification management, and urge enterprises to install automatic monitoring facilities for flue gas emissions in accordance with certificates, implement self-monitoring requirements, and basically complete installation tasks in key areas.
(29) Continuously promote key projects on the causes and control of heavy air pollution. In-depth analysis of the causes of heavy air pollution in Beijing, Tianjin, Hebei and surrounding areas, continued to carry out the pilot work of regional source analysis business, and deepened the "2 + 26" urban stationary point tracking research. To guide and do a good job in the research of urban stationing in Fenwei Plain.
(30) To organize the compilation of atmospheric pollutant emission inventories. Combining with the second pollution source census, we will guide cities in the Yangtze River Delta and Fenwei Plain to compile and complete the emission inventory for 2018, and cities in Beijing, Tianjin, Hebei and surrounding areas to update the emission inventory, and encourage other cities with conditions to carry out inventory compilation.
10. Actively Prevent and Control Environmental Noise Pollution
(31) To do a good job in the management of environmental noise. To organize and compile the national report on the prevention and control of environmental noise pollution, and guide cities at prefecture level and above to complete the adjustment and delimitation of sound functional areas.
(32) Promoting the revision of the Law of the People"s Republic of China on the Prevention and Control of Environmental Noise Pollution. We will carry out a special survey on the implementation of the Law of the People"s Republic of China on the Prevention and Control of Environmental Noise Pollution, study major management systems, do a good job in the preliminary work of law amendment and actively explore the incorporation of environmental noise into the management of pollutant discharge permits.
