In order to thoroughly implement the national and provincial requirements for the deployment of pollution prevention and control and win the battle of blue sky defense, effectively strengthen the control of excessive emissions of diesel trucks in our province, and accelerate the reduction of pollutant emissions from motor vehicles and vessels, this implementation plan is formulated.

Overall requirements


Guided by Xi Jinping"s thought of ecological civilization, the Party Central Committee, the State Council, provincial committees and provincial governments should conscientiously implement their decision-making and deployment, adhere to the basic principles of source prevention and comprehensive management, highlight key points and joint prevention and control, complete prevention and control, severe punishment and severe punishment, combination of far and near, and treatment of both symptoms, and vigorously implement clean diesel vehicles and clean diesel engines. Clean transportation, clean oil products action, the whole chain control diesel vehicle (engine) over-standard emissions, significantly reduce the total amount of pollutant emissions, promote our province"s air quality significantly improved. By 2020, the qualified rate of monitoring and sampling emissions by diesel vehicles will reach more than 95%, and the phenomenon of smoking from exhaust pipes will be basically eliminated; the qualified rate of diesel oil and urine quality for vehicles will reach more than 98%, and the phenomenon of illegal production and sale of fake and inferior oil products will be basically eliminated; the railway freight volume of the province will increase by 153,000 tons compared with 2017, so as to achieve medium and long distance transportation. The proportion of bulk cargo transported by rail or waterway has gradually increased.


Operation on Clean Diesel Vehicles


(1) Strengthen supervision over environmental protection of newly produced diesel vehicles. Strict implementation of the national motor vehicle fuel consumption and emission standards. Strict implementation of fuel consumption limit standards for heavy diesel vehicles, new models that do not meet the standard limit requirements are prohibited from entering the road transport market. From July 1, 2019, the Sixth National Emission Standard for Motor Vehicles will be implemented in advance. Promote the use of gas vehicles meeting the Sixth National Emission Standard. Enhance the disclosure of environmental protection information for motor vehicles. Motor vehicle production and import enterprises shall publicize emission inspection, pollution control technology and maintenance technology information related to vehicle exhaust emission in accordance with regulations. Local eco-environmental departments strengthen supervision and inspection in the production, sale and registration of motor vehicles, guide emission inspection agencies to strictly carry out emission inspection before registration of diesel vehicles, verify the publicity of environmental protection information by car through the national motor vehicle environmental supervision platform, and carry out pollution control device inspection and on-line inspection. Emission detection, to ensure the authenticity, uniqueness and consistency of vehicle configuration, will basically achieve full coverage in 2019. Strictly crack down on illegal acts of producing, importing and selling vehicles that fail to meet the standards. In the production, import and sales links, we should strengthen the supervision of environmental protection standards for newly produced motor vehicles, spot check the OBD, pollution control devices, environmental protection information on-board list of newly produced and sold vehicles, and spot check the actual road emission of some vehicles. The annual sampling rate of the main car (machine) families produced (imported) in the province reaches 85%, covering all production (imported) enterprises, and the annual sampling rate of the main car (machine) families sold in the province reaches 80%. Strictly crack down on the falsification of pollution control devices, shielding OBD functions, non-compliance of exhaust emissions and non-disclosure of environmental protection information according to law, report to relevant state departments to cancel relevant enterprise vehicle product announcements, fuel consumption announcements and mandatory product certification in accordance with regulations, and urge production (import) enterprises to implement timely environmental protection recalls. The qualified rate of sampling inspection of diesel vehicle type families produced and sold in each city is more than 95%. (2) Strengthen in-use vehicle supervision and law enforcement. Establish and improve the mode of supervision and law enforcement. The mode of joint supervision and law enforcement should be carried out by the ecological environment department, the public security traffic control department and the transportation department. The data obtained from remote sensing monitoring can be used as a basis for environmental law enforcement. Local eco-environmental departments should inform the owner of the vehicle and the enterprises concerned in time by means of letters or announcements (published on the government website), and urge the maintenance units with the corresponding qualifications and abilities connected with the transportation and eco-environmental departments to carry out maintenance and management within the time limit. The public security traffic control and transportation departments shall assist in contacting the owner of the vehicle and the enterprises to which the vehicle belongs after passing the examination, and the municipalities shall timely upload the information of the exceeded emission vehicles from the registered provinces (districts and municipalities) to the national motor vehicle environmental supervision platform, which shall be responsible by the ecological Environment Department of the registered area. Notification and supervision. If the qualified vehicles are not repaired and re-inspected within the prescribed time limit, the ecological environment and transportation departments shall blacklist them and make the information of vehicle types, license plates and enterprises known to the public, and at the same time, they shall be dealt with or punished according to law. The ecological environment and transportation departments have listed their units as the key objects of supervision for the vehicles listed in the blacklist of supervision or over three times in a comprehensive performance inspection cycle. Transportation and ecological environment departments blacklist or focus on the transport enterprises whose vehicles exceed the standard within one year, which account for more than 10% of the total number of vehicles. Strengthen road inspection. Municipalities should establish and improve the working mechanism of normal road inspection jointly enforced by the departments of ecological environment, public security, traffic management and transportation, severely crack down on illegal acts such as excessive emissions, and basically eliminate the phenomenon of black smoke from diesel exhaust ports. Municipalities vigorously carry out emission monitoring and sampling, focusing on the inspection of diesel truck pollution control devices, OBD, exhaust emissions to meet the standards, the qualified to spot check the quality of diesel and vehicle urine and use. All districts and municipalities carry out normal road inspection on diesel vehicles in key sections, and intensify inspection in autumn and winter. Strengthen household supervision and random testing. Supervise and guide key enterprises with more than 20 diesel vehicles to establish and improve vehicle maintenance, fuel and urea adding and using account books, and encourage them to transmit to the local ecological environment departments through network systems. Regular and irregular monitoring and sampling tests are carried out according to the "double random" mode for key parking places such as logistics parks, industrial parks, cargo distribution centers and bus stops, as well as key units such as logistics and freight transportation, industrial and mining enterprises, long-distance passenger transport, environmental sanitation, postal, tourism and maintenance. For diesel vehicles that are overseen by routine sampling or periodic emission inspection and are inspected regularly in different places, they should be taken as the focus of sampling inspection. Strengthen the control of diesel trucks during heavy polluted weather. During the warning period of heavily polluted weather, municipalities should strengthen the joint and comprehensive law enforcement inspection, and strictly punish illegal acts such as excessive discharge according to law. Major enterprises involved in bulk material transportation, such as iron and steel, building materials, coking, non-ferrous metals, chemical industry and mines, as well as port and city logistics and distribution enterprises along the river, should formulate staggered peak transportation schemes. In principle, besides ensuring safe operation, transporting goods or products with special needs for people"s livelihood, as well as foreign trade goods and inbound and outbound passengers. Other diesel trucks are not allowed to enter or leave the factory during the period of heavy pollution weather warning and response, except those with emission standards of G5 or above that provide port collection and distribution services. Departments of local ecological environment can supervise and guide key enterprises to construct entrance guard and video surveillance systems for controlling transport vehicles according to the emergency needs of heavily polluted weather. The monitoring data should be kept for at least one year. Strengthen road management of heavy vehicles. Optimize the driving of heavy vehicles around the city. By means of new roads and time-sharing planning routes, we will improve and formulate plans for the encirclement of heavy-duty trucks, scientifically determine routes of general trunk highways and special routes around the city, improve the conditions for the circulation of urban roads, clarify the restricted areas, sections and specific routes for diesel vehicles under the three national standards, and strictly control heavy-duty vehicles. We will increase the frequency of monitoring and sampling of high-emission vehicles. Household inspection should be carried out in centralized parking and maintenance areas of motor vehicles, and supervision and sampling of high-emission vehicles should be strengthened through road inspection and remote sensing monitoring. Since 2019, the number of diesel vehicles monitored and sampled every autumn and winter is no less than 80% of the local diesel vehicles. (3) Strengthen emission inspection and maintenance of in-use vehicles. Strengthen the supervision and management of emission inspection institutions. Cars other than large buses, school buses and dangerous goods transporters shall be inspected for cross-provincial and off-site emission. Before the end of October 2019, emission inspection institutions should make the inspection process public to the society. The whole process and results of diesel truck emission inspection should be made public in real time through high-definition video on the display screen of enterprise website or business hall. By means of random spot inspection, emission detection and comparison, remote monitoring and investigation, the supervision of emission inspection institutions will be fully covered every year. For the emission inspection institutions that carry out centralized emission inspection for registered vehicles outside the province and have abnormal qualified rate of emission inspection, supervision should be strengthened as the key object. Nitrogen oxide emissions from diesel vehicles will be included in the emission standards of in-use vehicles, and strict implementation and supervision will be strengthened. Strictly crack down on illegal acts such as forging inspection results and issuing false reports by emission inspection agencies. Illegal acts of substituting other vehicles for inspection, issuing data reports without inspection, tampering with or forging the results of inspection data by means of computer software, etc., shall be revoked according to law and regulations, and the certificate of qualification determination (metrological authentication) shall be strictly punished and publicly exposed. Strengthen the supervision and management of maintenance units. Transportation and ecological environment departments urge maintenance enterprises to establish and improve the archives system for motor vehicle maintenance and management, strengthen supervision and management, severely crack down on tampering with and destroying OBD system, adopting temporary replacement of pollution control devices and other fraudulent ways to pass emission inspection, and treat maintenance units and motor vehicle owners in accordance with the law and regulations. Strict penalties shall be imposed. Establish and improve the system of vehicle emission detection and compulsory maintenance (I/M system). Local departments of ecological environment and transportation have established information sharing mechanism for emission detection, maintenance and management. The emission inspection institution (station I) shall issue a written report of the emission inspection results, and the unqualified vehicles shall be repaired and treated at the qualified maintenance unit (station M). After M station is qualified for maintenance and management and uploading information, it will be re-examined at the same I station. Only after passing the inspection, can it issue a qualified report. Data from stations I and M should be uploaded to local ecological environment and transportation departments in real time to realize data sharing and closed-loop management. By the end of October 2019, all municipalities will establish and implement the I/M system in an all-round way. Vehicles that exceed the emission standards found by supervision and sampling shall also be repaired in time as required. (4) Accelerating the elimination of old and used vehicles and deepening their management. We will promote the elimination and scrapping of old vehicles. Municipalities have formulated targets and implementation plans for the elimination and renewal of old diesel and gas trucks, adopted measures such as economic compensation, restriction of use, strengthening supervision and law enforcement, and promoted the acceleration of the elimination of diesel trucks with national emission standards of No. 3 and below, and the adoption of lean combustion technology or "oil-to-gas" old gas vehicles. Vehicles that meet the compulsory scrapping standard shall be scrapped compulsorily according to law. For those who phase out and buy new energy trucks ahead of schedule, they shall enjoy the existing financial purchase subsidy policy. To study and establish a new energy vehicle operation subsidy mechanism linked to the elimination and renewal of diesel trucks, and formulate and implement convenient administrative policies. Promote in-depth management of high-emission vehicles. In accordance with the mode of government guidance, enterprise responsibility and whole-process monitoring, we will promote the in-depth management of high-emission old diesel vehicles. We will encourage the government to purchase services to promote the installation or replacement of pollution control devices for diesel vehicles with deep treatment conditions, and take the lead in setting up districts and municipalities with large number of diesel trucks in Guosan to coordinate the control of particulate matter and nitrogen oxide emissions. Deep treatment vehicles should install remote emission monitoring equipment and precise positioning system, and networking with the ecological environment department, real-time monitoring of tank and urea tank liquid level changes, as well as nitrogen oxides, particulate matter emissions. Installation of remote emission monitoring equipment and networking with eco-environmental departments and stable emission standards of diesel vehicles can be exempted from on-line emission testing in regular emission inspection. (5) Promoting the construction and application of the monitoring system. Speed up the construction and improvement of "Tiandi Cheren" integrated motor vehicle emission monitoring system. By means of remote sensing monitoring of motor lanes, networking of emission inspection agencies, remote emission monitoring of heavy diesel vehicles, road inspection and household inspection, all-weather and all-round emission monitoring of diesel vehicles is carried out. All motor vehicle emission inspection agencies shall ensure the real-time and stable transmission of emission inspection data. Continue to promote the capacity-building of remote sensing monitoring of motor vehicles, and build remote sensing monitoring sites in the main sections of diesel vehicles according to work needs, and conduct three-level networking at the national, provincial and municipal levels. We will encourage the construction of remote online monitoring system for heavy-duty diesel trucks in the form of government purchasing services. More than 50% of qualified heavy-duty diesel trucks will install remote online monitoring equipment and connect with the ecological environment departments before the end of 2019. On January 1, 2020, the operating vehicles without remote on-line monitoring equipment will be listed as the key regulatory objects. Strengthen the application of large emission data analysis. Based on the data from the integrated emission monitoring system of "Tiandi Vehicle Man" and the law enforcement of motor vehicle supervision, a platform of motor vehicle environment supervision and management is built for interconnection and sharing in the whole province. Through the information platform, each city daily submits periodic emission inspection data and information of over-standard emission vehicles detected by monitoring and sampling, so as to realize the joint supervision of over-standard emission vehicles by registered and used areas. The environmental supervision of the whole chain can be realized by tracing the large data of the enterprises that produce or import vehicles with exceeding emission standards, the production enterprises of pollution control devices, registration sites, emission inspection institutions, maintenance units, refueling stations, oil supply enterprises and transportation enterprises. Strengthen the supervision and spot checking of the inspection data of emission inspection institutions, compare and analyze the process data, video images and inspection reports, and focus on checking the over-standard vehicles found in the initial inspection of periodic emission inspection or routine supervision and spot checking, the vehicles registered in other provinces (districts and municipalities), and the old diesel vehicles operated for more than five years. The annual verification rate of emission inspection data of the above-mentioned key vehicles reached more than 85% in each city. (6) Promoting the intensive development of related industries. Promote the elimination of backward production capacity. Encourage the use of market-oriented means to promote the merger and reorganization of diesel truck production enterprises, and promote the elimination of backward products and zombie enterprises. Cooperate with the Ministry of Industry and Information Technology to carry out special publicity management for two years for enterprises that can not maintain normal production and operation. Promote the large-scale development of emission inspection institutions and maintenance units. Encourage and support emission inspection institutions to carry out mergers and acquisitions, restructuring and chain operation through market operation means, so as to achieve large-scale and group development. Efforts should be made to foster a number of emission inspection institutions with good service quality and high social integrity to grow into local or industry brands. Highly professional emission inspection institutions are encouraged to set up branches in industrial concentration areas, transportation hubs, ports along the river, remote areas and consumption concentration areas to provide convenient services. For the establishment of branch offices or multi-site inspection and testing institutions, the qualification confirmation Department simplifies the formalities. Chain operation of maintenance enterprises with high technical level and good market reputation will be encouraged, and maintenance stations operating without licenses and without records in accordance with regulations will be severely cracked down. Clean Diesel Engine Action


(7) Strict management of newly produced engines, non-road mobile machinery and ships. By the end of 2020, the fourth stage emission standards for non-road mobile machinery will be implemented. Imports of second-hand non-road mobile machinery and engines should meet the current national emission standards for new production of non-road mobile machinery. Municipalities should strengthen supervision and inspection of newly produced and sold engines and non-road mobile machinery, focusing on pollution control devices, environmental protection information labels, and spot-checking the emission of some types of machinery. The annual sampling rate of the main families of engines and non-road mobile machinery produced (imported) in the province reaches 80%, covering all production (imported) enterprises; the annual sampling rate of the main families of non-road mobile machinery sold in the province but produced in the province reaches 60%. Strictly punish the production and sale of engines that do not meet the requirements of emission standards, and blacklist relevant enterprises and their products. Strictly implement the system of environmental protection information disclosure of non-road mobile machinery, severely punish the production, import and sale of substandard products, and implement environmental protection recall according to law. The acceptance rate of sampling inspection of engine and non-road mobile machinery types in each city is more than 95%. Strictly implement the national emission standards for the first stage of marine engines, and advance the implementation of the second stage emission standards. It is strictly forbidden to build new vessels that fail to meet the standards to enter the transport market. (8) Strengthen the delimitation and control of emission control zones. By the end of 2019, municipalities have designated and promulgated areas prohibiting the use of high-emission non-road mobile machinery according to law. During autumn and winter, municipalities should strengthen supervision and inspection of construction machinery operating in areas prohibited from using high-emission non-road mobile machinery. The monthly random inspection rate reaches more than 50%. The use of construction machinery exceeding the standard is prohibited and the phenomenon of smoking is eliminated. In order to strengthen the management of ship emission control zones in the Yangtze River trunk waters and improve the control requirements of oil and sulfur content in marine fuels, measures such as prohibition and restriction of traffic in inland waters should be taken to restrict the use of high-emission ships. To study and explore the synchronous control of SO2, NOX and particulate matter emissions in ship emission control zones. (9) Accelerate governance and phase out and update. For qualified old construction machinery, we should speed up the transformation of pollutant emission control. According to the regulations, the old agricultural machinery will be eliminated and scrapped through subsidies for the purchase of agricultural machinery. Measures such as restriction of use should be taken to promote the elimination of old fuel engineering machinery. We will promote technological progress in emission control of railway diesel locomotives and the application of new types of diesel locomotives, speed up the elimination and renewal of old locomotives, speed up treatment and transformation when conditions permit, and coordinate the control of particulate matter and nitrogen oxide emissions. Accelerate the promotion of railway diesel locomotives to basically eliminate the phenomenon of black smoke. Railway coal transportation should take dust suppression measures to effectively control dust pollution. Accelerate the popularization and use of new energy non-road mobile machinery, and encourage the preferential use of new energy or clean energy non-road mobile machinery in designated areas where high-emission non-road mobile machinery is prohibited. The newly added and replaced shore cranes, yard cranes and cranes in ports, airports, railway freight yards and logistics parks mainly use new energy or clean energy machinery. We will promote the renovation of inland ships, strengthen the control of particulate matter emissions, and carry out pilot work to reduce nitrogen oxide emissions. We will promote the standardization of inland waterway vessels, encourage the elimination of inland waterway vessels that have used them for more than 20 years, and oblige them to scrap those that have exceeded their service life according to law. Strengthen the management of old fishing vessels and accelerate the renovation and transformation of fishing vessels. Promote the use of pure electric and natural gas vessels. Clean Transport Action


(12) Raising railway freight volume. We will promote the transfer of medium and long-distance bulk cargo and containers from highways to railways. Increase investment in construction of freight railways, railway-port connection lines, special railway lines for industrial and mining enterprises, and special railway lines for key industries such as iron and steel, electric power and coking. In 2019, enterprises that have completed special railway lines are mainly transported large quantities of materials by railways, and those that do not need special railway lines should be constructed as soon as possible. By 2020, the proportion of railway transportation in key industries will reach more than 50%. (13) Promoting the development of green freight transport. Accelerate the progress of environmental assessment and inspection of transportation planning and construction projects, and scientifically and orderly enhance railway and waterway transport capacity on the premise of ensuring effective protection of the ecological environment system. Construction projects such as hot metal intermodal transport, water transfer terminals, freight railways and special railway lines, which conform to the direction of transport structure adjustment, should be included in the green channel for environmental assessment and approval, optimize the process and speed up the examination and approval. For construction projects involving bulk material transportation, railway, waterway or pipeline should be adopted as far as possible. Relying on railway logistics bases, highway ports and inland river ports, we will promote the construction of multi-modal transport and trunk-to-branch transport hubs (logistics parks) and accelerate Container Multi-modal transport. We will encourage the development of river-sea intermodal transport, river-sea direct transport, roll-on transport, hunchback transport and drop-and-drop transport. We will accelerate the multimodal transport of liquefied natural gas (LNG) tank containers and the construction of storage yards. Carries out the freight vehicle type standardization, promotes the container freight transportation way. We will promote the integration of trunk railway, inter-city railway, Municipal Railway and urban rail networks, and pilot high-speed rail express transport and Metro freight transport. Promote the demonstration project of urban green freight distribution, and support the transformation and upgrading of existing railway and logistics freight yards into urban distribution centers. Encouraging and supporting the integration and reorganization of transport enterprises"resources, and the large-scale, intensive and high-quality development. (14) Optimizing the structure of transport fleet. Promote the use of new energy and clean energy vehicles.
