Implementation Plan for Nanjing City to Win the Blue Sky Defense War
Winning the battle of defending the blue sky is a major decision-making plan made by the Party Central Committee and the State Council. It concerns meeting the growing needs of the people for a better life, building a well-off society at a high level and building a "renowned city of innovation and a beautiful ancient capital". In order to fully implement the State Council"s "Three-year Action Plan for Winning the Blue Sky Defense War" and "Implementation Plan for Jiangsu Province"s Three-year Action Plan for Winning the Blue Sky Defense War", and further improve the atmospheric environmental quality of Nanjing, this implementation plan is formulated.
I. Overall requirements
(1) Guiding ideology. Guided by Xi Jinping"s socialist ideology with Chinese characteristics in the new era, we should fully implement the spirit of the Nineteenth National Congress of the Party, conscientiously implement the decision-making and deployment of the Party Central Committee, the State Council and provincial governments, adhere to the new concept of development, adhere to the principle of universal governance, prevention at the source and treatment at the same time, continue to carry out air pollution prevention and control actions, and make comprehensive use of the economy. Law, technology and necessary administrative means should vigorously adjust and optimize the industrial structure, energy structure, transportation structure and land use structure, strengthen joint regional defense control, do a good job in the prevention and control of key seasonal pollution, give overall consideration, plan systematically and implement precise measures, and resolutely win the battle of defending the blue sky.
(2) Target indicators. By 2020, the total emissions of sulfur dioxide, nitrogen oxides and VOCs were 20% lower than in 2015. The average concentration of PM2.5 years and the ratio of good days of air in the whole city ensured that the provincial assessment targets were met, and the ratio of serious and above pollution days was 25% lower than that in 2015. Taking the ambient air quality index of the 13th Five-Year Plan as the goal of struggle, we will comprehensively improve the level of urban ambient air quality.

II. Major Tasks
(3) Actively adjust the transport structure
17. Optimize and adjust the structure of freight transportation. To formulate and implement an action plan for the adjustment of transport structure. Reduce the proportion of highway transportation and greatly increase the proportion of railway transportation. New, reformed and expanded construction projects involving bulk material transportation shall give priority to railway transportation. By 2020, the railway freight volume has increased by the provincial requirement compared with 2017. The average annual growth rate of container hot metal intermodal traffic in key ports has reached the provincial requirements. 18. Vigorously develop multimodal transport. Relying on railway logistics bases, highway ports and inland river ports, we will promote the construction of multi-modal transport and trunk-to-branch transport hubs (logistics parks) and accelerate the promotion of Container Multi-modal transport. The construction of urban green logistics system will support the transformation and upgrading of existing railway freight yards and logistics freight yards into urban distribution centers. We will encourage the development of river-sea intermodal transport, river-sea direct transport, roll-on transport and hang-off transport. Reduce the no-load rate of cargo transportation. By the end of 2020, the no-load rate of medium and long-distance trucks has dropped to less than 35%. Coal-fired power plants and iron and steel plants along the Yangtze River are prohibited from receiving coal from vehicles. Before the end of 2019, thermal power enterprises will prohibit the transportation of coal by road; large iron and steel enterprises will transport coal and iron ore by rail. 19. Accelerate the upgrading of vehicle structure. By the end of 2019, new energy or clean energy electric bus will be basically covered. New and updated public transport, sanitation, postal, rental, commuting, light logistics and distribution vehicles use new energy or clean energy vehicles, and by 2020, the proportion of use will reach 80%. New energy or clean energy should be mainly used in the addition or replacement of operating vehicles and non-road mobile machinery such as ports, airports and railway freight yards. Centralized charging piles and fast charging piles will be built in logistics parks, industrial parks, industrial parks, large commercial shopping centers, wholesale markets and other logistics distribution centers. 20. Carry out centralized renovation of kitchen waste transport vehicles. Special attention should be paid to vehicles that collect and transport kitchen waste, and vehicles that illegally transport food waste should be strictly investigated and collected. Carry out specialized operation, strengthen vehicle supervision, ensure airtight transportation and clean operation. In order to eliminate special vehicles using diesel oil, new or renewed special vehicles should use new or clean energy sources. 21. Vigorously eliminate old vehicles. To formulate the objective and implementation plan for the early phase-out and renewal of diesel and gas-fired vehicles for operation, and to promote the use of gas-fired vehicles meeting the Sixth National Emission Standard. By means of restriction of use and economic compensation, diesel trucks operating under the emission standards of Renewal Country No. 3 and below will be phased out in advance. Speed up the elimination of old gas vehicles using lean combustion technology and "oil to gas" technology. According to the provincial requirements, the medium and heavy duty diesel trucks in the third and lower emission standards of the country will be eliminated. 22. Promote ship upgrade. Fully implement the first stage emission standards for newly produced marine engines. Promote the use of new energy sources such as electricity and natural gas or clean energy ships. We will strictly implement the system of compulsory scrapping of ships and promote the renovation of inland ships. We will strengthen the control of particulate matter emissions and carry out pilot work to reduce nitrogen oxide emissions. Measures such as prohibition and restriction of traffic shall be taken to restrict the use of high-emission vessels and encourage the elimination of inland waterway transport vessels that have used for more than 20 years. Existing ships in the Yangtze River have been renovated for exhaust control, but they still fail to meet the requirements of the new environmental protection standards after the renovation, so they shall be eliminated within a time limit. 23. No smoking vehicles are allowed to drive on the road. Enforcement of the law on the spot shall stop the contaminated vehicles which emit serious black smoke, blue smoke and other visual objects. The telemetry data are used as the basis of law enforcement to determine the excessive emission, and rigid measures such as temporary deduction of driving license, deduction of points and fines are implemented for the excessive emission of motor vehicles. 24. Strengthen in-use vehicle emission inspection and maintenance management. Transportation and environmental protection departments should establish a joint supervision mechanism to strengthen the supervision of vehicle exhaust emission control and maintenance stations and motor vehicle emission inspection institutions to implement the I/M system. By July 1, 2019, the I/M system will be fully established and implemented. 25. Strengthen oil product management. Full supply of automotive gasoline and diesel that meet the Sixth National Standard, stop selling gasoline and diesel that are lower than the Sixth National Standard, and realize the "three-oil combination" of automotive diesel, ordinary diesel and some marine oils. Inland and river-sea direct ships must use diesel oil with sulfur content less than 10 mg/kg. Regularly carry out oil quality supervision and inspection activities. It is forbidden to produce, import, sell and use fuels for motor vehicles, ships and non-road mobile machinery that do not meet the standards, and the phenomenon of oil quality not up to the standards shall be strictly investigated and dealt with. We will strengthen joint law enforcement by various departments and crack down on the production, sale and use of substandard vehicle (ship) fuels and unlicensed and unlicensed business practices. We will strengthen supervision over the use of oil in gas stations, motor vehicles, non-road mobile machinery and ships. By the end of 2020, oil storage depots and gas stations with annual gasoline volume greater than 5000 tons will complete the installation of automatic monitoring equipment for oil and gas recovery. Oil-related enterprises are responsible for the normal operation of oil and gas recovery system. Oil and gas recovery facilities will be installed at the newly built crude oil, gasoline and naphtha loading terminals. The new oil tankers have the conditions for oil and gas recovery at the terminals. On January 1, 2020, new oil tankers with a total tonnage of 150 tons or more should be equipped with terminal oil and gas recovery conditions. 26. Strengthen the prevention and control of motor vehicle pollution. Strict inspection of new vehicle environmental protection devices, carry out spot checks of environmental protection devices in new vehicle sales, inspection, registration and other places to ensure the consistency of production of new vehicle environmental protection devices. We will promote the deep treatment of old diesel vehicles, install pollution control devices and equip real-time emission monitoring terminals for qualified vehicles, and connect them with environmental protection departments. Cooperative control of particulate matter and nitrogen oxides emissions, stable standards can be exempted from on-line emission testing. By 2020, the total emissions of nitrogen oxides and particulate matter from diesel trucks will be 15% lower than in 2017. Taxis regularly replace ternary catalytic devices. Formulate a traffic restriction plan for heavy vehicles. Define the restricted areas and sections of diesel vehicles under the third national (including) standard, and strictly control the entry of heavy vehicles into the city. 27. Strengthen the prevention and control of non-road mobile machinery and ship pollution. To crack down on illegal acts of new production and sales of non-road mobile machinery that fail to meet the standards. (led by the Municipal Market Supervision and Administration, coordinated by the Municipal Bureau of Ecological Environment, the Transportation Bureau, the Construction Commission, the Agricultural and Rural Bureau, the Water Bureau and the Industrial and Telecommunications Bureau)

We will promote the clean transformation of construction and operation machinery using diesel oil and phase out old construction machinery in an orderly manner. We will encourage the elimination of old agricultural machinery and promote the transformation and elimination of agricultural machinery whose emissions do not meet the standards. We will promote the transformation and elimination of clean machinery in ports with substandard emissions. Clean energy or new energy sources are mainly used in the newly added and replaced operating machinery in ports and airports. 28. Promote the use of shore power for ships and aircraft in port. We will speed up the construction of port terminals and airport shore power facilities and increase the utilization rate of port terminals and airport shore power facilities. The city"s ports, inland waterway service areas outside the Yangtze River and anchorage foundation waiting for lock basically have the ability to supply shore power to ships. The shore power consumption of ships in major ports and discharge control areas doubled on the basis of 2017. New and expanded wharfs and airports are planned, designed and constructed synchronously. By 2020, 80% of container, passenger and cruise specialized terminals will be able to supply shore power to ships, and all port vessels and official ships will use shore power to berth. Ground power supply should be promoted to replace aircraft auxiliary power devices. Coastal power is mainly used in civil aviation airports during the period of aircraft parking. (5) Implementing major special actions
41. Make a good fight to control the pollution of diesel trucks. To formulate and implement a key battle plan for pollution control of diesel trucks. Adhere to the overall planning of "oil road vehicle enterprises", promote the elimination of old diesel trucks and the treatment of high-polluting vehicles, establish and improve the normal working mechanism of joint law enforcement by public security departments such as traffic control, environmental protection, transportation, market supervision and management, Construction Commission and urban management, and vigorously implement clean diesel trucks, clean diesel engines, clean transportation and clean oil. Special actions to ensure that the total emissions of diesel trucks have decreased significantly. Establish a system of supervision and control of motor vehicles. Strengthen the supervision and management of diesel vehicle production, sales, registration, use, inspection and maintenance, establish an all-round integrated monitoring system for Tiandi Vehicles, implement the emission detection and mandatory maintenance system for in-use vehicles, and speed up the elimination of old vehicles and the in-depth management of high-emission vehicles. In 2019, the qualified rate of monitoring and smoking emissions from diesel vehicles reached more than 95%, and the phenomenon of black smoke from exhaust pipes was basically eliminated. Strict implementation of the fuel consumption limit standards for heavy diesel vehicles, new vehicles that do not meet the requirements of the standards are prohibited from entering the road transport market. 57. Strengthen environmental law enforcement. We will resolutely crack down on all kinds of environmental violations and crimes, vigorously safeguard environmental order, and create a fairer competitive environment for environmental law-abiding enterprises. Strengthen grass-roots environmental law enforcement capacity building, improve environmental protection standards and accurate law enforcement level. Strengthen the connection between law enforcement of ecological environment and criminal justice. We will strengthen supervision and inspection of enterprises that restrict production and stop production and rectify their resumption of production. Strengthen the contingent construction of public security organs in investigating ecological environment crimes. Construct a complete professional investigation system at all levels. Joint enforcement of in-use vehicle over-standard emissions will be carried out. We will strengthen supervision and spot checks on the quality of diesel oil and vehicle urine, promptly investigate and punish illegal activities, and basically eliminate the phenomenon of illegal production and sale of fake and inferior oil products. Strengthen the training and assessment of law enforcement personnel, make full use of advanced technologies such as UAV, infrared remote sensing, portable sampling and analysis, large data platform, and enhance the ability of law enforcement supervision. III. Safeguards
(1) Strengthen organizational leadership. Relevant departments should further refine the division of tasks, formulate supporting policies and measures, and implement the principle of "one post, two responsibilities" in accordance with the requirements of this plan, in accordance with the principles of managing environmental protection for development, production and industry. Governments at all levels should put winning the Blue Sky Defense War in an important position. The main leaders are the first responsible persons in their respective administrative regions. The accomplishment of ambient air quality improvement objectives is regarded as an important basis for assessment and evaluation of leading cadres, and quantitative assessment methods and accountability methods are formulated. Areas (parks) that fail to pass the examination shall be inspected by the Municipal Committee and the Municipal Government. The production and import enterprises of motor vehicles and non-road mobile machinery shall publicize environmental protection information such as emission inspection and pollution control technology to the public according to law. (4) Constructing a national action pattern. Through law popularization, judicature and law enforcement, the consciousness of polluters to abide by the law is raised, the main responsibility of enterprises to control pollution is strengthened, and green production is guided. Encourage the public to report environmental violations through various channels, encourage rewarding reporting and protect the interests of whistleblowers, and encourage environmental public welfare organizations to participate in social supervision. Establish the concept of green consumption, actively promote green procurement and green travel, and advocate a green low-carbon lifestyle. Advocate the public to actively practice green life and participate in the practice and supervision of air pollution prevention and control. (5) Actively carry out various forms of publicity and education. Establish a propaganda, guidance and coordination mechanism, publish authoritative information, and timely respond to hot and difficult issues of public concern. The news media should give full play to the role of supervision and guidance, and actively publicize laws and regulations, policy documents, work trends and experience in atmospheric environmental management.
