From July 1, Shandong will phase out all motor vehicles with three emission standards.

Due to the need of air pollution prevention and control, the third emission standard diesel truck will meet the road restriction in all parts of Shandong province in 2019. In the near future, Jinan will issue a traffic restriction regulation for nearly 70,000 diesel trucks, including light trucks, according to the third emission standard of China. It will prohibit driving on the roads in the main urban area of Jinan and in the surrounding counties and urban areas.


Since Jinan started relevant financial subsidies in April last year to accelerate the elimination of Guosan diesel trucks, nearly 10,000 vehicles in Jinan have been subsidized.
70,000 national emission standard diesel trucks will meet the deadline in the near future
According to the announcement issued in 2018 by Jinan Municipal People"s Government on prohibiting the passage of heavy diesel trucks that fail to meet the national IV emission standard, the national III standard heavy diesel trucks have been banned from the roads within the high speed around the city and in the built-up areas of various districts, counties and cities since January 10, 2018.
At that time, the roads in Jinan"s urban areas, as well as those in the built areas of Changqing, Zhangqiu, Jiyang, Pingyin and Shanghe, will be restricted for Guosan diesel vehicles.
According to the regulations, trucks on the road need to go through the permit filing, which means that if diesel vehicles do not meet the emission standards, they will not be able to pass the permit filing. Guosan diesel trucks that continue to drive on the road in violation of the regulations will face penalties for violating the prohibition signs.
According to the data provided by the traffic control department of public security, Jinan"s three standard diesel trucks account for about 2.6% of the total number of motor vehicles in the city, and the total number is close to 70,000. Among them, light (micro) and medium diesel trucks account for 2.5%, about 54,000, and heavy diesel trucks account for about 135,000.
Nearly ten thousand Guosan diesel trucks in Jinan have received financial subsidies.

Judging from the situation of "2+26" cities in Beijing, Tianjin, Hebei and the surrounding areas, only Beijing and Tianjin have introduced subsidy policies, except Jinan; from the national perspective, six cities such as Beijing, Tianjin, Shanghai, Hangzhou, Shenzhen and Suzhou have implemented subsidy policies, and the subsidy standards of Jinan are slightly lower than those of Beijing, Shenzhen, Tianjin and Shanghai. In addition, according to the scope of financial subsidy stipulated in the implementation plan, more than 5000 light diesel vehicles transferred to Jinan after January 1, 2018 can not enjoy the subsidy policy.

Nanjing stipulates that, on October 1, 2018, no regular emission inspection shall be conducted for the third-class diesel trucks operating in China. For the fourth-class and above-class diesel trucks operating in China, pollution control devices shall be strictly inspected and photographed and uploaded one by one. No periodic emission inspection shall be conducted for those whose pollution control devices are not up to standard.
At the end of 2020, Shenzhen will implement the Sixth National Emission Standard for Diesel Vehicles in an all-round way, and will further strengthen the restriction of the third National Diesel Vehicle. Through the combination of plugging and plugging, Shenzhen will strive to basically eliminate the third National Diesel Vehicle by 2020.
From July 1, 2019, Shandong Province will implement the Four Emission Standards of Motor Vehicle Countries, and some cities will implement them ahead of schedule. That is to say, from July 1, Shandong will phase out the three emission standards of all countries.
In addition, measures have been taken in many parts of the country to strictly restrict the entry of Guosan diesel vehicles into urban areas.
Among them, Xi"an stipulates that on July 23, 2018, diesel vehicles registered before July 1, 2013 (third or lower standard diesel vehicles) will be banned from entering the Third Ring Road (including) of Xi"an.
